Just like the quote says, wishing for something won’t make it happen. You need to create a process to go from where you are today to where you want to be. You need a plan. Without that plan (and without taking action against that plan) your chances of achieving something meaningful are probably less than winning the lottery.
One other thing. Write your plans down. Use a pen or pencil and paper. There is something magic that happens when you write things out long-hand.
